In 2006 the centre was taken over from Southend-on-Sea Borough Council by St Edmund’s Community Association, a registered charity, on a thirty year lease from the council.
The inaugural Chairman of the Association, Melvyn L. Day, was a St Luke’s Ward Councillor at the time. Today, the association is run by a board of trustees and local volunteers.
